Released by the State Administration for Religious Affairs last Saturday, the "Administrative Measures for Religious Institutions" will come into effect on September 1.
Formulated in accordance with the relevant provisions of the revised "Regulations on Religious Affairs" which took effect on February 1, 2018, the measures have nine chapters and 83 articles, clarifying the nature and orientation of religious colleges, establishment conditions and standards, procedures and relevant requirements for application for establishment.
The measures also state the operational principles and responsibilities of religious institutions and principals. They clarify the requirements of religious institutions on education and teaching, curriculum opening, enrollment and training. Besides the rights and obligations of teachers and students, they also contain the management responsibilities of government management departments, religious groups, and religious institutions.
Article 9 in Chapter 2 mentions that to apply for higher religious institutes, the applicants should have at least a diploma from a secondary religious institute or an ordinary senior middle school, or an equivalent educational level. Article 10 in the same chapter says the applicants for a secondary religious institute must have at least an ordinary junior high school degree.
Article 27 in Chapter 4 states that secondary religious schools carry out religious education at the secondary specialized level, and higher religious schools at the higher specialized, undergraduate, and postgraduate levels.
Articles 28, 29, and 30 claim that the basic length of study for religious education at the secondary, higher, and undergraduate levels respectively are two to four years, three to five years, and four to six years.

《宗教院校管理办法》根据国务院《宗教事务条例》相关规定制定。《宗教院校管理办法》共九章八十三条，明确了宗教院校的性质定位、设立条件和标准、申请设立的程序和相关要求；明确了宗教院校组织运行原则和负责人职责范围；明确了宗教院校关于教育教学、课程开设、招生、培训等工作的要求；明确了宗教院校教师和学生的权利义务；明确了政府管理部门、宗教团体和宗教院校的管理职责。
第二章第九条里面，设立高等宗教院校，招生对象至少具备中等宗教院校或者普通高级中学学历，或者具有同等学力；第十条里面， 设立中等宗教院校，招生对象至少具备普通初级中学学历；
第四章里
第二十七条 中等宗教院校开展中等专科层次宗教教育，高等宗教院校开展高等专科层次、本科层次和研究生层次宗教教育。
第二十八、二十九条、三十条说到，中等专科、高等专科、本科层次宗教教育基本修业年限为二至四年，三至五年，四至六年。
