The Ethnic and Religious Affairs Commission of Jiangsu Province issued a notice on March 14th that the Implementation Measures for the Administration of Internet Religious Information Services in Jiangsu Province (Trial) have been reviewed and approved and are hereby promulgated, which shall come into force as of May 1st, 2023.
The Implementation Measures consist of five chapters and 36 articles.
The Measures stipulate that applicants should be equipped with religious information auditors (hereinafter referred to as "auditors"). The auditors should be mainland residents with People's Republic of China (PRC) nationality, be familiar with religious policies and regulations and related religious knowledge, pass the training organized by the provincial religious affairs department, have the cultural literacy, working ability, and physical condition to undertake the audit task, and not concurrently serve as auditors of other legal person organizations or unincorporated organizations.
The license for Internet Religious Information Service in Jiangsu Province (hereinafter referred to as "the license") is valid for three years.
Article 10 stipulates, "When applying for the addition of Internet religious information dissemination platform services, applicants shall also submit the management rules and regulations for platform registered users, template user agreements, complaint reporting mechanisms, etc."
Article 18 states, "The full text, abstract, or news draft of religious information reproduced and forwarded by licensed legal person organizations or unincorporated organizations shall be reproduced and forwarded from approved legal websites and platforms, and the source and time of reprinting and forwarding shall be accurately indicated."
Article 21 adds that no organization or individual may raise money in the name of religion on the Internet, set up online donation boxes, offering boxes, or Niyyah boxes, raise funds for the construction, renovation, and maintenance of religious places, or provide paid religious services.
Article 26 says that the provincial religious affairs departments should carry out auditor training at least once a year, which includes the party's religious work principles and policies, relevant national laws, regulations, and rules, and religious knowledge.
Article 27 states, "Religious affairs departments at all levels should expand the channels for accepting complaints and reports, make public the ways of accepting complaints and reports, and lawfully disposed of them in a timely manner. "

江苏省互联网宗教信息服务管理实施办法(试行)共五章36条。
办法规定, 申请人应当配备宗教信息审核人员(以下简称审核人员),审核人员应是具有中华人民共和国国籍的内地居民;熟悉宗教政策法规和相关宗教知识,通过省级宗教事务部门组织的培训;具有承担审核任务的文化素养、工作能力和身体条件;未兼任其他法人组织或者非法人组织的审核人员。
江苏省内的《互联网宗教信息服务许可证》(以下简称许可证),有效期3年。
第十条规定,“申请增设互联网宗教信息传播平台服务的,还应当提交平台注册用户管理规章制度、用户协议范本、投诉举报处理机制等。”
第十八条指出,“获得许可证的法人组织或者非法人组织转载转发宗教信息的全文、摘要或消息稿,应当从经批准的合法网站、平台等转载转发,并准确注明转载转发来源、时间等要素。”
第二十一条补充道,任何组织或者个人不得在互联网上以宗教名义开展募捐,不得设立网上功德箱、奉献箱、乜贴箱,不得募集场所建设、改造、维修资金,不得提供有偿宗教服务等。
第二十六条讲到, 省级宗教事务部门每年至少开展一次审核人员培训,培训内容包括党的宗教工作方针政策、国家相关法律法规规章和宗教知识等。
第二十七条提出,“各级宗教事务部门应当拓展投诉、举报受理渠道,向社会公开投诉、举报受理方式。收到投诉、举报后,应当及时依法予以处置。”
